Bear in mind this is just a doodle to test the look out and I'll delete it when I post the final revision. I'm posting this for critique and to get your opinion on the new uniform.
I think he's probably THE ONLY character I've had that hasn't undergone a major re-haul in terms of design (although I have improved vastly skill-wise since I came up with him LMAO). I found the previous uniform really quite difficult to draw and undynamic. Also he didn't really look authoritative enough. I also wanted it to look less 18th century and more undetermined-time-in-the-past and I'm not letting myself get bogged down in historical accuracy. cool character. I like the spats? idk what they are called but the things on his shoes gives it a nice authenticity. good expression as well. imo the hand is a little distracting, but its a good piece overall.

I like his uniform. It really does fit him better. For some reason, spats always make me think of steampunk. Dunno why -- I do not love the bright sword for it's sharpness, nor the arrow for it's swiftness, nor the warrior for his glory. I love only that which they defend- J.R.R. Tolkein You say "toe-mah-toe," I say "Fuck you." I do like this new uniform better, I might keep the blue a little brighter like his last one maybe?? Not sure how that would look, it just seems a bit too dark to me here. His spats rock, and I like the front of the uniform, it helps define his ah, girth. XD

Critiques
The proportions are well drawn, you've drawn his overweight anatomy skillfuly. Althought his knees seem kinda low, but that ain't a big problem since he's a voluptuous character and a full length in both halves of his legs wouldn't suit him. I hope you get my point.
Back to the outfit. You designed it wisely, as said. But just to make him more distinctive, a little emblem or crest (probably a badge on a side of his chest) would give the design an unique touch AND a symbol of authority as well.
Anyway. I've always liked Victor's design, both outfit/anatomy-wise. And in short I'd say that this new version would really work.
